During Richard’s 2010 campaign for the Lowndes County Board of Commissioners he promised the voters that, if elected, he would serve no more than one term. Commissioner Raines, in keeping with his original campaign promise, announced in January 2014 that he would not seek re-election.
During his time on the Lowndes County Board of Commissioners Raines served on the ACCG Public Safety and the Courts Committee, as well the Committee on Economic Development and Transportation and the Federal Committee. Raines also serves on the South Health District Board of Public Health and currently serves as the Vice-Chairman for the Lowndes County Board of Commissioners. Since his election in 2010, Raines has focused primarily on the issues of local economic development, healthcare, and zoning and planning.
Regarding his campaign platform Raines said, “it is the people and values of South Georgia that make it such a special place to live. Unfortunately we are disadvantaged because North Georgia receives all of the resources and attention. As South Georgia’s Senator, I intend to reverse that trend by addressing comprehensive education reform, economic development, and tax reform.”
